Research has established best practices of risk assessment for contact sex offenders; however, with the advent and explosion of the use of the internet for viewing and dissemination of CSAM, defense attorneys and experts frequently take advantage of the lack of research in the area of risk assessment of CSAM offenders to posit that all CP internet offenders are low risk.
