Missey Smith co-founded the Kelsey Smith Foundation in 2007 after the murder of her daughter, Kelsey. Because of the obstacles in Kelsey’s case, the most frustrating being not able to obtain the location of Kelsey’s cellphone, Missey came up with legislation, now known as the Kelsey Smith Act - a law that allows law enforcement immediate access to the location of a wireless device when a person is believed to be in danger of serious bodily harm or death. To date thirty states have passed this legislation. Missey has worked with state legislators across the country to pass this life-saving legislation and is the driving force behind the Foundation.
